Business teams submit a use case. It is scored on annual value, risk tier and how much of the pattern library it can reuse, then ranked. Live workflows are compared against their original estimate in the Control Tower.

Scoring assumes 60% of handling time is automatable. The worker model suggests which library blocks apply.

Ranked backlog

Priority = annual value × (1 + reuse) ÷ risk weight. Live work stays on top.
